The difficulty you have Graham is to make any motion amendment within constitution item B6. Due to the way the motion is written too tightly it sweeps away playing down in Div I as there is no threshold defined. Reintroducing a playing down rule in Div I would be against constitution item B6 as it would not be concerned with the original substance of the motion which removed playing down in Div I. It would be different if the original motion had specified an arbitrary limit of say 145 as this could then be modified. Of course you could ignore the constitution but the standard penalty for that is for the chairman to buy at least one drink for each meeting attendee.
