Unfortunately its down to the player in time trouble to point out that his opponent is not writing down his moves - In effect he is being blitzed - The clock should be stopped and then in his own time the player with more than 5 minutes should make up his scoresheet. At this point I think the subject of a penalty should be raised e.g. warning then next time claim 2 minutes - the offending player could lose the game after the 3rd offence.
