The problem with all league matches is that they are played without an arbiter, which is written into our rules. The FIDE laws of chess, on the other hand, are written with the assumption that an arbiter is always present. If a player is not writing down the moves when he should be, he must make up his score sheet using his own time. Repeated offences could result in loss of game, but it would have to be referred to the LMC. It's difficult to say you can add or subtract time from the clocks, as (in the absence of an arbiter)this would need the agreement of both players.
