I think to increase the number of young people playing chess requires someone (or many someones) with enthusiasm, time to volunteer, and a talent for teaching to contact schools and try to set up chess clubs. Most teachers aren't interested in doing it themselves, and very few children become interested in chess by themselves. I imagine as long as you have the necessary crb clearances, and no expectations money-wise, a lot of schools would be happy to let you try and get children enthused in chess.
